Overall story:
Main female character has been taken before but escaped and her kidnapper was arrested. She gets home after her run and sees on the news he has been released early. He then appears at random points in her day to day life watching her and later into the film she is taken again but the investigation for saving her isn't as straight forward as the previous time. The kidnapper sets a time limit setting up clues but never is revealed until the very end of the film where we see him as a normal citizen in a family friendly neighbourhood, the camera pans through the house down to the basement where we see a dark cage and a hand grab the bars with the ring on. end of film.
The synopsis of the opening sounds good - lots of good techniques possible here as you've suggested. Well done! For ideas on shots of the man watching, take a look at a recent episode of Broadchurch - lots of shots here in ELS of suspect watching female from hills, trees etc.Look at how they're edited for ideas on eyeline matches etc.
